VoucherCreate

Creates a new voucher.

Requires MANAGE_DISCOUNTSpermission.

Triggers the following webhook events:

• VOUCHER_CREATED (async): A voucher was created.
• VOUCHER_CODES_CREATED (async): A voucher codes were created.
